Under a directive from the Charleston County School Board, the St. Andrews Constituent District 10 school board assigned an attendance zone to Ashley River Creative Arts Elementary (ARCAE). The attendance zone includes the Orleans Woods neighborhood and Orleans Garden Apartments near Citadel Mall. The attendance zone will only apply to rising kindergarten students for the 2020-2021 school year.

ARCAE is designated as a constituent district magnet school, covering all of West Ashley. The schools uses the arts infusion instructional method in which core subject classes incorporate writing, drawing, drama, music and dance into the lessons. The school received an Excellent rating from the South Carolina Department of Education for the 2018-2019 school year.

The attendance zone will create a demographic shift at the school. Charleston County School District (CCSD) records show that the student population at ARCAE is currently 77% white and 11% black, with a 28.5% poverty index. Most of the students in the attendance zone are black and living in poverty. CCSD estimates that about 20 rising kindergarten students live in the zone. Principal Michelle Conner estimates that about 300 applications have already been received for the 96 available kindergarten slots. The school choice application period began Tuesday and will continue until February 28. Parents of rising kindergarten students in the attendance zone will receive letters from the school requesting them to enroll their children.
